華時：歐習會重頭戲在擴大兩軍交流

（中央社台北19日電）「華盛頓時報」（WashingtonTimes）報導，儘管中共軍方對美國目標進行網路攻擊，並在南海填海造島，歐巴馬政府仍希望，利用中國大陸國家主席習近平下週赴美國是訪問的機會，擴大雙邊軍事交流。

時報軍事記者葛茨（Bill Gertz）報導，為迎接習近平到訪，美國國防部官員原本希望與中國大陸就雙方軍機在空中遭遇的規範問題，及時達成協議；但因中共方面要求美方停止在大陸近海一切偵察飛行作業而美方無法同意，以致並不順利。

大陸軍機去年8月在南海上空，危險地逼近美軍1架P─8海上監視機，因而促使美方採取行動，以設法降低日後共軍軍機攔截行動的危險性。

葛茨指出，歐巴馬政府希望擴大兩軍交流成為此次歐習會的重大「成果」，而不計共軍的網路攻擊和填海造島行動，因為這樣的高峰會正如雙方例行的「戰略與經濟對話」，氣氛重於實質。

不過歐巴馬政府仍準備在習近平到訪結束後，宣布針對中共入侵美國人事管理局（OPM）網路以竊取美國聯邦公務員的敏感人事資料1事，對中共採取制裁行動。

此次歐習會的準備工作已進行數週，美國國家安全顧問萊斯（Susan Rice）和亞太事務助理國務卿羅素（Daniel Russel）曾為此往訪北京，而中共中央政法委書記孟建柱率領的代表團也在上週訪問華府。葛茨指出，當時孟建柱得知了美方在事後制裁的打算。

歐巴馬政府擴大兩軍交流的計畫，等於是和眾院軍事委員會海權暨投射戰力小組主席福布斯（RandyJ.Forbes）及參院軍事委員會主席馬侃（John McCain）唱反調，這兩位國會議員都主張減少與共軍交流活動，指其無助於改善中共對外行為，也等於對共軍在東海和南海所構成的威脅不以為意。

葛茨認為，習近平訪美安排似乎再次說明，美國行政部門的政策無視於國會對中共的安全顧慮。1040919
